Chemonics seeks a country director for Tajikistan for the anticipated USAID Expanding Tuberculosis Identification, Treatment, and Prevention in Central Asia (TB-CA) project. TB-CA aims to strengthen the capacity of local and regional health systems to improve the detection and treatment of drug-resistant TB (DR-TB). The project will enhance the leadership, management, financing, and technical capacity of Central Asian institutions, communities, and civil society for raising the quality of and access to DR-TB diagnosis and treatment services. The country director, based in Tajikistan, will provide technical and operational leadership for the Tajikistan project office, in consultation with the chief of Party and the client and in coordination with the country directors based in other Central Asian republics. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Reporting directly to the chief of party, oversee implementation of technical activities and management of office operations and personnel in Tajikistan
  • In coordination with the chief of party, serve as the primary liaison for the project with USAID, the Ministry of Health, and other stakeholders and implementing partners at the country level, ensuring alignment and harmonization with related programming, as appropriate
  • Lead country budgeting, work planning, and reporting
  • Ensure operations are in compliance with USAID rules and regulations, Chemonics policy, and country regulations
  • Lead reporting and presentation of project results to USAID, local government, and other national stakeholders
  • Oversee TB-CA progress against performance indicators as outlined in the program monitoring and evaluation plan, taking corrective action as needed to achieve technical objectives
  • Manage program startup and closeout in Tajikistan


  • Master’s degree in public health, social sciences, medicine, international development, or management, or a comparable advanced degree in a related field
  • Minimum five years of experience implementing and managing large, complex USAID health programs in post-Soviet states; experience in Tajikistan preferred
  • Expertise in all aspects of project management, including finance and operations management, contractual compliance, technical work planning, reporting, and quality assurance of deliverables related to public health program design, implementation, budgeting, monitoring and evaluation
  • Demonstrated experience working with a diverse range of stakeholders, including host-country government and nongovernment actors and international donor partners
  • Exceptional personnel management, communication, presentation, and cross-cultural interpersonal skills
  • Strong knowledge of TB and related public health interventions and excellent organizational and analytical skills
  • Demonstrated leadership, versatility, and integrity
  • Excellent oral and written English communication skills required; fluency in Russian or another Central Asian language required
