Albania
MCC Albania Threshold II Program (Stage II), 2009-2011

When measured against Millennium Challenge Corporation indicators, Albania scored poorly in the area of corruption and rule of law. Building on the first Threshold project, Chemonics is working to streamline administrative procedures, making them more transparent and reducing official discretion, in the areas of tax administration, business licensing, and construction permitting. The project also is working to strengthen the rule of law and reduce corruption in the judicial system by supporting the development of a new administrative court. Finally, Chemonics is working to build NGOs’ capacity to contribute to policy dialogue, motivate officials to adopt key laws, and monitor enacted reforms. These efforts are designed to inspire investor confidence, thereby increasing Albania’s ability to attract foreign and domestic investment, to generate employment and increased income, and to help the country achieve its governance objectives and qualify for MCC compact status.



El Salvador
Productive Development Program, 2008-2012
Millennium Challenge Account


El Salvador has recently made significant progress politically, economically, and socially, but the majority of inhabitants in the country’s rural northern zone continue to live below the poverty line. Through the Productive Development Project, Chemonics is working to increase productivity, profitability, and competitiveness of northern zone value chains in the agriculture, dairy, forestry, tourism, and other sectors. The project supports the development of profitable and sustainable business ventures, with a primary focus on assisting low-income farmers and micro, small, and medium-sized agricultural enterprises to shift to high-value activities. The project also provides business development support for MSMEs in tourism, handicrafts, and other relevant non-agricultural. The project expects to increase average real net incomes by 15 percent for more than 9,500 beneficiaries in the northern zone and create at least 7,800 full-time-equivalent new jobs.

Nicaragua
Agricultural Value Chain and Cluster Development , 2008-2011

Nicaragua is one of the poorest countries in the Western Hemisphere. Through the Agricultural Value Chain and Cluster Development project, Chemonics is working to develop the agricultural value chain and to diversify farmers’ income to increase economic stability. By establishing linkages among farmers, entrepreneurs, exporters, processors, and related service providers, Chemonics will help to develop agricultural clusters to improve agricultural incomes and standards of living. The project expects to increase incomes for more than 3,000 beneficiaries in Leon and Chinandega, the regions of the country with the greatest productive potential.

Rwanda
Strengthening the Rule of Law for Policy Reform, 2009-2011

The 1994 genocide left scars on the Rwandan justice system as well as its people. Courthouses were destroyed, and citizens lost their trust in the government’s ability to resolve conflict. To rebuild its judicial system, in 2003 Rwanda began implementing wide judicial reform, overhauling the system to create new courts, procedures, and academic standards for judges, lawyers, and senior registrars. The Strengthening Rule of Law for Policy Reform project is helping the Government of Rwanda in its efforts, working along two tracks: institutional capacity building and regulatory reform. For the first, the project will work with the Institute for Legal Practice and Development to develop postgraduate curriculum for both Rwandan law graduates and active judicial professionals. For the second, the project will work with the government to extend its reforms to promote judicial independence and to enhance civil liberties by supporting the creation of a Law Reform Commission, by increasing opportunities for citizen input on new legislation, and by strengthening the Legal Drafting Units in the Ministry of Justice and the Parliament. E-solutions will be developed to help judges to research and apply the law and allow lawmakers to collaborate on drafting legislation. Through these efforts, the project will be supporting the growth of an efficient and effective judiciary that is more responsive to Rwandan citizen’s needs.

This indefinite delivery/indefinite quantity contract with the MCC provides capacity-building needs assessments, training and development, and related short-term support services to the MCC, governments of foreign countries, and other related entities. The areas of focus include results-focused project design, financial management, accounting, auditing, budgeting, procurement, project management, monitoring and evaluation, and board governance, among others.
